The ineffective allocation of resources for service delivery strategies in South Africa is often motivated by political rather than managerial reasons. The National Treasury in almost all its reporting and evaluation on local government consistently notes that “the reality is that many municipal failures can be directly attributed to failures in local political leadership.” Resolving this means that local governments have to act like companies: allocated resources must yield returns. Incessant political interference and dysfunctional councils has meant that over the years vital decision-making and senior management positions are not necessarily given to those people with the greatest expertise, but to the most popular and political-connected individuals.
